Council Quests

Goemoe, the Lizard Council member needs several views into his scrying statue. The first vision will show him in the blue Boar Inn/Farmlands. Go there and talk to Joram or Otho: you will learn he has gone. Go back to the Council Hall, ask Zandalor, look into the statue and you will see, he's imprisoned. Ask Zandalor again and then you'll get the clue to travel to Verdistis. There you speak to Trevor/Merchant Guildmaster and he'll flag the appropriate house for you. Go there, kill the thugs, descend via hatch - wait a bit until you're unfreezed and then get the staff, so you can bring return Goemoe to his original form again.
