Council Quests

As I already wrote, the Dwarven member comes up pretty late: he's the 6th member. As soon as the vision in the scrying statue changes and shows the Axe memorial in Glenborus, the Dwarven village/Rivertown area, you can start to gather Eolus. His Stone Axe has been stolen and elf Arandalis is the suspect. Just talk to him, he is in the cellar of the Community House there. You will learn about Gregor, the Dwarven Mayor, who is a drunkard. Speak to Gregor then and try to bribe him with Rimmer's ale. This ale can be obtained via speech option from the brewer in the Dwarven village for 5 gp each. I don't know why, but this doesn't work every time, so don't worry, if you miss this. Killing the sentry instead of getting the password gives far more XP anyhow. One gamer had the XP that Rimmer takes every ale/beer, but in my game it was only Rimmer's, maybe because it's so strong. And don't let Gregor fool you: There is NO mead in the game, just ale.
